Nagorno-Karabakh, an Armenian Christian enclave located inside Azerbaijan, had fought for self government 1992-94. A cease-fire was declared in May, 1994. At present, the Karabakh peace talks are deadlocked. Azerbaijan is adamantly opposed to any political arrangement that leaves Karabakh outside its jurisdiction.
