Small denomination coins were in short supply during WWI. Romania issued postage size 10, 25 and 50 Bani notes as temporary replacements for coins. Although Guinness World Records 2008 edition lists this Romania 10 Bani 1917 note, measuring 34 mm x 45 mm (1 5/16" x 1 3/4"), as the world's smallest banknote, Morocco 50 Centimes 1944 emergency issue, measuring 42mm x 31mm (1 11/16" x 1 1/4"), is smaller.

Romania, located in southeast Europe, was known as the Kingdom of Dacia around 200 B. C. It was a constitutional monarchy in 1881. Became a "People's Republic" in 1947 and a "Socialist Republic" in 1965. A new republican government was established in 1989. Romania joined the European Union in 2007.
